I am an editor at ILLUMINATION on Medium and four other publications, which means I read submissions every week and decide what gets published. That is also how I judge a placement, and it is why I turn down more sites than I recommend.

The problem
You get a link on a site with a good domain rating, an invoice, and very little else. Six months later nothing has moved and nobody can tell you why.
It is usually one of three things.
The page your link sits on has no inbound links of its own, so it is crawled once after publication and rarely again. The site had a strong authority score and almost no readers. Or the article was written to fill a slot rather than to be read, so nothing referenced it and no system quoted it.
None of those show up in the tool you checked before you paid.

Before you pay
I tell clients both of these before they pay.
Every publication, every writer, editor or not. If someone is selling you a Medium placement as a backlink, that is not what you are buying. What you are buying is a mention on a page that gets read, indexed and quoted, which is a different thing and worth having for different reasons.
The site can have a strong domain rating and the article can be well written. If no other page points at that specific URL, it gets crawled once and rarely again. I check the page, not the domain.
It costs me work, and it is the reason the clients I do take stay.
Writing
Every article about orphan pages is written for site owners. Nobody writes it for the people buying placements.
